normally we would not intervene from here. however, the suggestion that he should exercise his prerogative in this case has been made purely on political grounds, then I personally would see no objection to our expressing our views on the suggestion on the same score, namely political grounds. When we discussed this, I think you agreed that, before writing to Mr. MacDougall to enquire what view he took of the proposal, and possibly mentioning the practical objections that we see to it, you would mention to the Foreign Office what we are proposing to do. If they agree with our view, they might even feel inclined to write to Mr. Lamp himself, which I think would be all to the good.
